I have the Auto Update on, and my message for KB971033 is "Package KB971033 was successfully changed to the Installed state." Maybe Windows is phoning home to get info about what's available, but doesn't download & install unless you tell it to?
I'm reading the message as "This should be installed in our opinion, but it's not".
